Exporting cosmetics from Korea requires a specific set of documents that vary by destination market. Missing or incorrect documentation is one of the most common causes of customs delays, product holds, and costly re-shipments. This guide covers every document you need and when you need it.
Universal Documents Required for All Markets
- Certificate of Origin (CO): Issued by the Korea Chamber of Commerce and Industry. Confirms the product was manufactured in Korea. Required for customs clearance in virtually all markets.
- Commercial Invoice: Detailed invoice showing product description, quantity, unit price, and total value. Must match the packing list exactly.
- Packing List: Detailed breakdown of carton contents, weights, and dimensions.
- Bill of Lading (sea freight) or Airway Bill (air freight): Issued by the shipping carrier.
- Certificate of Analysis (COA): Lab test results confirming the product meets its specifications. Required by most importers and regulatory authorities.
- Material Safety Data Sheet (MSDS): Safety information for the product. Required for customs in many markets and by freight carriers for certain product types.
Market-Specific Documents
United States
- FDA Cosmetic Facility Registration (voluntary but recommended)
- For OTC drug products (sunscreen, anti-dandruff, etc.): FDA Drug Establishment Registration and Drug Listing
- Ingredient declaration compliant with INCI nomenclature
- English-language labeling compliant with FDA requirements
European Union
- EU Cosmetic Product Notification (CPNP): Mandatory before placing products on the EU market
- Product Information File (PIF): Must be maintained by the EU Responsible Person
- Safety Assessment Report: Prepared by a qualified EU cosmetic safety assessor
- EU Responsible Person: A legal entity established in the EU must be designated
Southeast Asia (ASEAN)
- ASEAN Cosmetic Directive notification in each target country
- Free Sale Certificate: Issued by the Korean Ministry of Food and Drug Safety, confirming the product is freely sold in Korea
- Country-specific registration may be required (Indonesia, Vietnam, Thailand have additional requirements)
Free Sale Certificate: The Most Important Document
The Free Sale Certificate (FSC) is issued by the Korean Ministry of Food and Drug Safety and is required by most importing countries. It confirms that the product is legally manufactured and sold in Korea. Without it, many markets will not allow your product to be imported. Allow 2-4 weeks to obtain this document.
Document Timeline Planning
Export documentation should be planned from the beginning of your ODM project, not as an afterthought. Some documents (like EU CPNP notification) require a qualified professional and can take 4-8 weeks. Build documentation timelines into your overall project schedule to avoid delays at the shipping stage.
“The most common export mistake is treating documentation as a final step. By the time your product is ready to ship, all regulatory filings should already be complete.”
